HRH (Human Resources for Health) Consultant with Health Background

Position Overview
We are seeking an experienced HRH Consultant with a strong medical or public health background to lead strategic initiatives focused on strengthening Human Resources for Health (HRH). The ideal candidate will work closely with the Government Departments and key stakeholders to develop and implement workforce management strategies, HRH policies, and capacity-building programs aimed at improving healthcare service delivery. This role requires in-depth experience in healthcare systems, workforce planning, and managing donor-funded projects. You will play a crucial role in providing operational leadership and supporting project teams through continuous improvement and effective management systems.
Key Responsibilities
- HRH Policy Development: Collaborate with the Govt. and other key stakeholders to develop, update, and implement HRH policies that align with public health goals and objectives.
- Capacity Building & Training: Lead the design and delivery of training, coaching, and motivational programs aimed at improving workforce performance and capability in public health settings.
- Workforce Planning & Recruitment: Develop and execute innovative strategies for large-scale (multi-year) recruitment and workforce planning, ensuring that healthcare systems are adequately staffed and resourced.
- Building Strategic Partnerships: Establish and maintain relationships with external stakeholders, including government bodies, NGOs, donors, and international health organizations, to foster collaboration and secure resources for public health initiatives.
- Skill Development: Design and lead programs to enhance the skills and competencies of healthcare professionals at all levels, focusing on workforce skill development and leadership capacity.
- Leadership & Team Building: Mentor and train healthcare leaders, fostering the development of high-performing teams across healthcare projects. Facilitate strong leadership through mentorship, continuous improvement efforts, and team-building exercises for the existing team.
Qualifications & Experience
- Education: Master’s degree in Human Resources, Public Health, Public Administration, or a related field. An MBBS with public health expertise is highly preferred.
- Experience: At least 8+ years of experience in HRH within the health domain, with a proven track record in HRH policy development, capacity building, and training within public healthcare settings.
- Experience working with Ministries or similar government bodies.
- Extensive experience in managing large-scale public health programs, including those funded by donors or international organizations.
- Experience in team-building and coaching skills, with a proactive approach to streamlining operations and controlling costs through leadership capabilities.
- Proven expertise and exposure in external engagement strategies, building strategic partnerships, and mobilizing resources for public health projects.
- Proven ability to support operational and project leadership teams through continuous improvement and the development of effective management systems.
- Demonstrated success in delivering public health policies and programs with a focus on workforce development and capacity building.
